Since the woman whose rules are to be obeyed is holding a ruler she must be a school principal. The building out the window looks more like a prison. (That was how I felt about school.) Maybe it is a school for wayward girls.
This is a fairly mild Unique Books cover. They were often enigmatic and frequently downright weird, oddly lurid in a special way.
