Mickey Rooney back when he was one of the most popular movie stars in the world. This spanking scene looks like it is probably from one of his college musicals. I've probably seen the movie but don't recall this.

This is a young Donald O'Connor holding the paddle, not Mickey Rooney. The spanking actually did take place in the movie, a welcome change from all those "cheats" publicity still spankings which did not actually take place in the film. More info at Chicago Spanking Review.
